Three axes of the Hong Kong situation

: imperialism, bureaucracy and the working class’s revolutionary vanguard

Hong Kong’s situation, which began in March, is more than nine months away. Since July, it has lost public support and appeared to die down. However, it has recently become the focus of the media and social media again.

The protests, which peaked in June with hundreds of thousands mobilized, have died down since July, losing public support. It was because the anti-labor, separatist and racist attitudes of the right-wing leaders leading the protests were highlighted sharply after the discard of the extradition law, which was the original demand of the protests. Even though the far right-wing protesters argue that the reason they took part in the protests is because of the polarization between the rich and the poor, but they rarely call for better lives and working conditions of the working people. The leaders of the protests, who had been losing public support, showed signs of violence. They devoted themselves to capturing the attention of mass media by destroying Hong Kong’s daily lives, including frequent collective lynching of civilians against them, airport occupation, subway arson and shop destruction.

Imperialism, Mass Media and Foolish Left

These days, Hong Kong is taking on an excessive portion of international news. Western medias have reluctantly reported the people’s uprisings against over-exploitation of imperialism, including Chile, Iraq, Lebanon, Yemen, Ecuador, and Palestine, and the imperialist “regime change” far-right coup in Bolivia. However, when it comes to the Hong Kong situation, which targets China, the government is mobilizing all of its reporting capabilities.

Anti-government protests erupted in early October in Iraq, which was devastated by the 2003 invasion by the U.S. government, and more than 300 people died about a month later. The Chilean protests, which also broke out on Oct 6 last month, have killed more than 20 people in more than 20 days due to the military crackdown. In Bolivia, at least 23 people were estimated to have been killed by military and police firing off defending the coup regime of Anez the “lady of God with the Holy Bible” in the wake of Morales' forced retirement in a pro-U.S. far-right coup on Nov 10. It is a sacrifice that took place only in a week.

On the other hand, there is only one death toll officially tallied over the past nine months, despite protesters using not only unnecessary but also unjust violence, including subway arson and civilian lynching. It is also reported that he was killed in a crash from the height of a floor of a parking lot far from the site of the protest, making it unclear whether he is directly related to national violence. Nevertheless, the world’s mass media report that the world’s most atrocious state violence is being committed in Hong Kong. Naver’s world news top is full of Hong Kong. News of other countries in a more urgent situation, such as Bolivia, where the massacre is already underway, should be searched separately.

As described in our “Our Position on 'the Protest Against the Transmittal Act' in Hong Kong” (July 19) and ”Right-wing leadership of the Hong Kong protests (September 22),” the Hong Kong protests are led by separatist, racist and pro-imperialist rightists. And the right-wing leadership is backed almost directly by imperialism, including the United States and Britain. The U.S.-centered imperialist powers, which are further escalating their hostility toward China, are supporting Hong Kong’s extreme right by mobilizing all available means, including funds, mobilization of organizations and mass media opinion polls.

Foolish leftists“progress” and “left” in Korea and the worldare being played by such mass media for their “justice.” They share joy and sorrow in keeping with the rhythms of the imperialist mass media. The Workers’ Solidarity, which is always agile in its pursuit of instant popularity, is at the forefront.

Responsibility and incompetence of the Communist Party of China

Nevertheless, the biggest responsibility for the prolonged unrest, which lacks public support, lies with the Chinese Communist Party(CCP). CCP is the ruling party that has ruled all of China since 1949. It has already been more than 20 years since it received the return of Hong Kong. They are the ones who hold the key to resolving the bipolarization of the rich and poor, such as housing, which is the source of public sentiment. In this regard, all the responsibilities are passed on to imperialism, and CCP cannot just pretend to be behind the “imperialism.”

CCP has practically taken a capitalist revival policy in Hong Kong. The “One Country Two Systems” policy, a delusion to pursue the coexistence with capitalism, is not only defending but even glorifying as if nothing is wrong. Despite the recurrence of the same pattern of protests in 2019 following the 2014 umbrella protest, it has yet to present any significant policies that could draw active support from the working class. It is not a class response, but a nationalistic response that says, “China is one.”

HKFTU’s Trends

The pro-Chinese HKFTU is the largest trade union in Hong Kong. Unlike the pro-imperialist HKCTU, the trade union, which does not support the protests, had to make demands for the working class against the anti-labor pro-imperialist leadership. But instead of leading Hong Kong’s working class in a class way, the trade union is flat on its knees, as if it were afraid someone would notice its existence. Recently, there is also news that it petitioned the government to protect them from extreme right-wing violence. The CCP’s failure to come up with a clear policy for the improvement of living conditions for the working class in Hong Kong may be one of the factors that the HKFTU is showing this trend. This is why even though extreme right-wing protesters’ acts of social chaos have gone too far, there is no active opposition from the working class. On the one hand, trade unions are sympathetic to the ideas of Stalinist bureaucracy, and on the other hand, the lack of pro-labor policy makes it less justifiable to unite the working classes.

The fundamental limits of bureaucracy

The act of assaulting innocent citizens and unnecessarily destroying subways, airports and roads, not the political act of expanding public support, but for the purpose of social chaos itself, is by no means of the working class. Even a healthy workers’ state would not tolerate such reactionary violence. However, there is a limit to using state violence, including police and the military, to quell the protests. It’s just a stopgap measure. If we turn off the lights now or later, it will burn again if we have another fire. In the long run, the fire is more likely to spread throughout China, as imperialism wants, than just Hong Kong in the future. The experience of the collapse of Eastern Europe and the Soviet Union in the 1990s showed such social dynamics.

The incident clearly reveals the incompetence of the Stalinist Chinese Communist Party, which believes in a capitalist system and peaceful coexistence with the capitalist class. Because the nationalized ownership system is a source of privilege, the Chinese bureaucracy defends the workers’ state. But the very privilege is that the bureaucracy is constantly accumulating its power towards capitalism. The bureaucrat group of degenerated/deformed workers’ states, sandwiched between the working class and imperialism, that delivers both pressure to the both sides, is ‘anti-capitalist and at the same time pro-capitalist.’ At some point, as Trotsky analyzed and predicted, and as proved by historical facts in Eastern Europe and the Soviet Union, the Chinese bureaucracy will not overcome its contradictions and will be torn apart and thrown out into the pro-capitalist and working-class camps.

The urgency of building of the workers’ vanguard

For this very reason, Stalinist CCP has a fundamental limitation in solving this problem long-term and fundamental because of its material foundations and the ideas that result. Rather, it is one of the important factors that exacerbate the problem. Here is the urgency to bring down the Stalinist bureaucracy and replace it with a revolutionary leadership.

In order to quell social unrest in Hong Kong, pro-labor policies must be introduced and expanded. Only then will there be a significant reduction in the room for imperialism to play in order to restore capitalism. The government should provide strong support to the working class by expanding social security, including housing, education, medical care, childcare, senior citizens and welfare for the disabled. Such an expansion of social security will inevitably result in the confiscation and nationalization of banks and key industries.

The overthrow of the bureaucracy, the replacement of the revolutionary potential and the expansion of pro-labor policies will increase the working class hegemony in Hong Kong and throughout China. This will strongly trigger a worker revolution in East Asia and beyond. The union of revolutionary potentials armed with the Lenin-Trotskyist program is the first of its kind in a positive chain.

Republish the conclusions of July 19, the first document on Hong Kong affairs. The developments in the last four months have proved our analysis and position to be in line with the interests of the Hong Kong and the world working classes and to be correct.

Our demands

We believe that revolutionary alternatives should be built around the following demands:

First, cut off from the anti-labor and racist extreme-rights, which schemed Hong Kong’s capitalist segregation.

Second, let’s defend the Chinese state ownership system from the imperialist capitalist counter-revolution to bring the capitalist system back to the entire China.

Third, the ‘one state, two systems’ is merely the product of compromise between Hong Kong capitalists and Chinese bureaucracy, not of the Hong Kong or Chinese working classes. Let's establish a workers’ government in Hong Kong. The workers’ government, operated through the soviet, an organization of the working class democracy , will nationalize Hong Kong’s port, finance capitals and other key industries, solve various inequalities and unemployment, and expand social welfare, including housing, medical and education.

Fourth, through the unity of workers in mainland China and Hong Kong, let’s overthrow the Stalinist bureaucracy that is gnawing the state-owned system, bloating its own stomach and suffocating workers’ democracy. The new workers’ power that emerged will carry out the following tasks: ‘establishment of workers’ democracy, defense of the state-owned industry, the re-nationalization of privatized key industries, the expansion of workers’ welfare, the support of the world’s national liberation and socialist revolution’
